墨尔本留学移民 457签证要求放低草根阶层也能移民澳洲啦

澳洲联邦政府近日公布了457海外劳工签证项目的最新改革细则，其中包括放宽英语语言要求、保证外劳薪资待遇及对采取不恰当行为的雇主予以惩罚等具体措施。原本澳洲457签证的设定就是为澳洲境内或境外企业、机构聘请、引进各类专业人士或技术工人推出的一种临时工作签证。

相比对移民申请人的年龄、管理经验、公司营业额、资产、英语水平等条件打分的188、132、187等澳洲移民签证，457签证让“草根阶级”也能顺利实现移民澳洲。

澳洲457雇主担保移民签证大概有400多个工种可以办理该签证，不仅包括适合已经毕业但想留在澳洲发展的留学生工作的各类经理、专业人员，而且还为有技术的“草根”技工群体打开一条移民之路。

虽然此类别澳洲签证的有效期为3个月至4年不等，但签证持有人在为雇主工作满2年后，即可申请186签证，从而获批永居身份成功实现澳洲移民。

相对那些需要高昂投资资金的移民项目，澳洲457无疑是最适合“草根”的移民方式，而且最新出台的改革细则也对“草根”移民大有好处，下面小编就为你具体介绍下这些新规，做好移民准备。

政府放宽英语要求

澳洲联邦政府改变现行英语语言要求，将从原有要求的听说读写四个5分降低为平均雅思成绩为5分。打算申请澳洲457雇主担保移民签证的人士，这四个方面只需满足大概4.5分就可以。同时，原本豁免雅思条件之一的“规定连续5年英语国家学习”改为“累计5年英语国家学习”。另外，由移民局长最新申明，只要申请者的工资水平达到或超过澳元96400的年薪，可以申请不需要雅思成绩。改革后的英语语言测试要求更具灵活性，同时能充分保持考试标准，应该得到支持。澳洲商业理事会会长维斯塔考特(Jennifer Westacott)称。

放松雇主担保资格期限

澳大利亚雇主必须得到移民局认可，才能从海外雇佣技术人员(包括在澳洲境内的毕业生)的资格。本次澳洲457雇主担保移民签证改革中，政府将雇主担保资格期限从3年放宽为5年，对成立1年以内的新企业从1年放宽为1年半，同时457签证申请费将会偏向申请者方向，具体细则仍待后续消息出台。而放松雇主担保资格期限及降低签证申请费，对企业和移民者来说无疑都是个好消息，省时又省力。

严打签证滥用现象保证海外劳工权益

TOEFL iBT考试的创作者考试服务中心(ETS)表示，改革将加强457签证项目的完整性，有助吸引最佳、最出色的技能移民，为澳洲企业带来更多高素质的专业人才。

总监库克(Helen Cook)认为，让TOEFL iBT考试与457签证结合将有助于澳洲企业保持全球竞争力，满足吸引经济发展和生产力改善所需的技术工人。

ETS也支持政府接受平均分建议的决定，将其视为一种满足英语语言要求的更实际、更灵活的方式。然而，并不是每个人都满意这些改革。

“我们非常担心任何降低考试要求的做法都会令这些工人陷入危险”，澳洲贸易工会理事会的秘书奥利弗(Dave Oliver)称，“尤其是那些危险的建筑行业，你必须具备有效的沟通技能。”
