人民网北京1月24日电 （记者 郝孟佳）在昨天下午举行的澳大利亚参展第十九届中国国际教育2014春季巡展的通气会上，澳大利亚驻上海总领事馆教育领事徐佩仪女士特别谈到了备受大家关注的“低龄化留学”。她表示，今年上半年，中国学生可能有机会去澳大利亚就读中学七年级以上的课程，等同于国内初一年级水准。墨尔本留学中学生留学澳洲门槛可能降低
徐佩仪说，此方案意味着中国学生可以更早的接受澳大利亚中学教育，而此前，中国学生申请去澳洲读书，最低限制在高中阶段。
据悉，此方案源于澳大利亚新任移民和边境保卫部长斯考特·莫瑞森（Scott Morrison）及教育部长克里斯托弗·贝恩（Christopher Pyne）在2013年11月宣布的一系列措施。这些措施还包括通过简化审理级别框架（Assessment Level Framework）以及向若干授予学位的非大学院校实施简化签证审理程序，从而达到简化学生签证的目的。审理级别框架下的审理级别，将从现在的五个级别减少为三个。墨尔本留学中学生留学澳洲门槛可能降低
徐佩仪说，实施简化签证审理程序后，学生一般在14个工作日就可拿到签证。对于审理级别为三级的学生申请人，如果资金担保由学生申请人的近亲提供，那么资金证明材料将从满足前18个月的费用缩减至满足前12个月的费用。这意味着，学生在申请签证时需由银行出具证明的担保金最多可减4万澳元。根据澳大利亚的立法体系，法规必须经澳大利亚总督批准。这些信息应被解读为一揽子建议方案，最终须由总督定酌。
据最新统计显示，2012—2013财政年度（即2012年7月1日至2013年6月30日），澳大利亚移民和边境保卫部（DIBP）共收到来自澳大利亚境外的中国学生签证申请2.9万余份，比2011—2012财政年度同比增长22.2%；同时，DIBP在此期间共核准签发了2.7万多份境外中国学生签证，比2011—2012财政年度增长17.4%。墨尔本留学中学生留学澳洲门槛可能降低
